In the first quarter of 2024, the State Treasury has piloted the procedure of control, payment, and disbursement for individuals via accounts and exchanged information of payment sheets for the beneficiaries on the Data Exchange Portal in Hai Phong City and Vinh Phuc. The pilot results have brought about many positive outcomes. Currently, the State Treasury is meticulously preparing steps to implement this nationwide in the second quarter.
The State Treasury stated that choosing Hai Phong and Vinh Phuc to pilot the procedure of control, and payment for individuals via accounts and exchanging payment sheet information for the beneficiaries on the Data Exchange Portal (payment procedure for individuals via accounts) is because these two localities have many units using the budget for individual payments through banks. Especially, Hai Phong State Treasury has diverse tasks, ensuring the testing of various diverse situations.
According to the State Treasury’s statistics, during the pilot implementation period (January 15, 2024 – March 24, 2024), 235 units using the budget in Vinh Phuc and Hai Phong (with accounts opened at Vietinbank) participated in the pilot.
Based on observation and assessment, the payment procedure for individuals via accounts has helped minimize administrative procedures, reducing the processing time for documents for both the State Treasury and budget-using units. Especially, through the Data Exchange Portal, payment sheets for beneficiaries are directly transmitted to commercial banks, and budget-using units no longer need to directly go to the State Treasury to obtain these sheets to submit to commercial banks for proceeding with payments as before.
With the success of the pilot implementation, the State Treasury plans to implement the payment procedure for individuals via accounts in the second quarter of 2024. Currently, the State Treasury is urgently coordinating to review, evaluate, and refine the procedure.
At the same time, the State Treasury is also preparing necessary legal conditions such as issuing regulations on data connection standards for payment sheets for beneficiaries; issuing a framework agreement between the State Treasury and commercial banks... Through these, specify regulations, responsibilities among participating parties, ensuring close compliance with the payment procedure for individuals via accounts as prescribed by law.
